1990, 1991, and 1992
The form changed for the 1990 reporting year when on-site releases and off-site transfers were added and source reduction reporting expanded and the type of activity use (manufacturing, processing, otherwise used) was included. The format for reporting off-site transfers differed from that for TRI. Therefore, for the years 1990 through 1992, releases and transfers from both the NJ DEQ and from TRI are included in the databases.
1993, 1994, and 1995
The form changed again for the 1993 reporting year with subsequent modifications for 1994 (and for 1995, whose data is not yet available). Beginning with the reporting year 1993, transfers were reported in the same manner as TRI. Therefore, only the NJ DEQ data on releases and transfers are included. Data items added included total NPO (non-product output, the total waste managed as reported on the TRI Form R in Section 8) and amount of recycled material brought on-site. For 1994, data items added included amount of NPO in ending inventory and amount of chemicals used in on-site energy recovery; the field "export" was dropped. For 1995, data items added included amount of NPO in starting inventory; the miscellaneous source reduction category was dropped.
All Years
In any year, a facility may claim trade secret status for a chemical. In this case, the additional throughput data that is claimed trade secret is not released to the public. Such forms are identified by the field TRADE_SEC=Y. Some or all of the throughput data on these forms, then, are zero, but the other data on type of chemical, releases and transfers, and source reduction amounts are shown.
Pollution Prevention Planning and Progress
In addition, New Jersey DEQ reporting beginning in 1994 includes reports from facilities on their pollution prevention planning and progress. Only facilities in SIC codes 26, 28, 30, 33, and 34 complete these sections of the form. The new sections on pollution prevention planning and progress reporting replace the section on source reduction so that these planning facilities do not have to report on items #58 through #61 and #64 through #66. The state of New Jersey provides the additional pollution prevention planning and progress data in a Bulletin Board, which can be accessed by dialing 609-292-2006.
