33/50 Program Final Report, U.S. EPA, Office of Pollution Prevention and Toxics, 1998

Hampshire designed and compiled the data for EPA’s 33/50 Program information, a voluntary program for industry reduction of releases and transfers based on the Toxics Release Inventory (TRI). Hampshire has supplied the Agency, as requested, with summary data and compilations of participant information, chemical- and state-specific data, and other characteristic information. The final report reflects data through the 1995 conclusion of the Program and the 1996 reporting year.

Study of effects of Confidential Business Information claims on usefulness of information submitted to EPA under the Toxic Substances Control Act. Hampshire's careful analysis became the basis of Agency proposals for reform of CBI policies.

Health and Environmental Categorization Scheme for Measuring the Success of EPA's Enforcement Program, U.S. EPA, September 1994. Hampshire has since helped train EPA Regional staff in procedures to implement this scheme, which will enable EPA to better judge the effectiveness of its enforcement efforts in bringing about actual benefits such as reductions in releases of toxic chemicals.
